The Iraqi Commission for Civil Society Enterprises held its first preparatory conference for the founding of the Iraqi Civil Society Parliament, the representative of the all non-governmental institutions related to him in Iraq.

Under the banner of (by the civil democratic dialogue, we work together to build a Iraqi new civil society), attended the expanded meeting that held at the National Theater Hall on Thursday day on August 7, 2004 figures represent more than (1000) organization working in Iraq, Iraqi Commission has offered the draft of the Iraqi Civil Society Organizations Parliament to the to attended representatives of the organizations,
civil society and community figures and tribal chieftains and currents known representatives of political and religious national figures.
 The draft received the approval and support and decides to set up constituent conference in September, 2004 and to continue the democratic dialogue and the preparation of the bylaw and the rules to get its approval at the next conference.
The provisional General Commissioners Council of the Iraqi Commission mandated the duties as the executive side until holding the Parliament and electing the General Commissioners Council.
The support, agreement and signing of the attendance has been documenting to the conference's form for the coalition and it has been saved as a document for the conference.
The attendance hoped the Iraqi civil society keep on its progress and prosperity under the state of democracy and freedom.

The Constitutive Statement

 

Baghdad, the National Theatre at September 9, 2004:

 

In the light of the United Nations Charter in the opening words (We the peoples of the United Nations) and the address of the UN General Secretary Kofi Annan in Italy in April 1997: (The United Nations does not concern the states alone, we live in an era where countries are no longer dominate the affairs of the State alone but there are others like, non-governmental organizations and civil parliaments...).
Based on the provisional transitional state constitution, article (21):
The transitional Iraqi government or government departments and regions and provinces, municipalities or local administrations do not have the right to intervene in the right of the Iraqi people to develop the institutions of civil society, whether in cooperation with international civil society organizations or in any form.
Based on the authorization granted by the organizations associated with the I.C.C.S.E, which they completed the affiliation and registration and reached the number (360) organization, the Iraqi I.C.C.S.E has offered the project of (the Iraqi civil society organizations Parliament) which it is the true representative of all the institutions of civil society organizations, representatives of civil society and personalities in the First Conference (preparatory), which was held on the National Theatre Hall at July 7, 2004  and with the attendance of more than (1000) figures representing the Iraqi civil society institutions, the Iraqi I.C.C.S.E has got its blessed and support for the project.

In the day of September 9, 2004 at the second Conference (Constitutive) of the Iraqi Commission and as a result of the written referendum, which its result was the consent of (731) figures representing the Iraqi civil society organization, the Iraqi Commission has been formed and it collected the approval of more than (1000) organization documented in writing.

Therefore, the I.C.C.S.E declares the establishment of the (Iraqi Civil Society Organizations Parliament) as a coalition of Iraqi civil society institutions and it is the General Assembly of the Iraqi Commission. The Constitutive Body of the Parliament calls all the attendance (the permanent commissioners' members) to attend the meetings of the First Conference which will be announced, to elect the Commissioners Council and the adoption of the Act of the Parliament and to vote on the resolutions. Hoping the success in this pioneering experiment to build a new Iraqi civil society.

Third Special Conference (Consultative)
(Extended periodic meeting of the Commissioners General Council)

       On October 10, 2004 the Iraqi I.C.C.S.E held its periodic meeting of the General Commissioners Council(General
Commissioners for the general centers offices, provinces offices and the advisory  specialist councils) with the presence of participants from the political currents, the national democratic trends and clan groupings community personalities with the representatives of the Minister of Planning and Minister of Civil Society on the Association Hall of Accouters and Auditors/Baghdad. At the beginning of the conference, the attendance discussed the topic of the election of the Commissioners General Council of the Parliament which it was agreed in the Second General Conference and decided to postpone the elections until the registration of all organizations belonging to the State Parliament and give the opportunity to update and join the rest approached organizations to belong to the Iraqi Parliament and civil society organizations to achieve the full participation so that the Iraqi Commission mandated all the duties until the date in the coming year for franchise. The meeting discussed several issues including the role of civil society in the current stage and means of development and advancement of the role of the Ministries of State and the mechanism involved in this, and the importance of participation in the upcoming elections for the National Parliament and ways of cooperation with the national democratic political currents in the coming elections without the domination of the political parties on the work of civil organizations. The General Director of the Office of the Minister of State for Civil Society has participated in the management of the conference with the representative of the Minster of Planning. In the end of the conference, it has been agreed on the raised paragraphs and the axes with identifying the methods of the applications to build the new Iraqi civil society.

 

Fourth Specialization Conference 
Sports, students and youth organizations

I.C.C.S.E held a conference for professional sports councils, students and young people in collaboration with the Youth Sports rostrum free and civil society organizations attended the conference and heads of the competent sports clubs and community sports personalities student and youth in Iraq to study the reality of these sectors and develop joint programs for the development and advancement, and the statement of the importance of their participation in next national elections .. The development of joint programs for the development of youth and sports reality at homeland on Sunday, October 31, 2004 on the union hall accountants and auditors/Baghdad and the Conference discussed its agenda and listened to the opinions of specialists and decided to continue the dialogue in subsequent meetings and the formation of the sports organizations, students and youth, follow-up and coordinate the work themselves to reach a common vision and a better future.

 

 

General Consultative Conference V

The Decision of Establishing a Political Entity (The Civil Society’s Entity) for the Independent Iraqi Commission for Civil Society Enterprises

 

November/11/2004, News Report:

The Iraqi Commission for Civil Society Enterprises held a general advisory conference for the organizations that are relevant to the Iraqi Civil Society Organizations Parliament (the legislative body of the Iraqi Commission) which represent more than (1000) Iraqi organizations. The civil society organizations gave the executive side (the Iraqi Commission) an authorization to establish a political entity, with the attendance of the provinces’ commissioners, heads of the clans and personalities from the civil society at Thursday, November/11/2004 at the University of Mostansiryah’s hall. After an extensive dialogue and listening to different opinions from the participations, the constituting conference decided the following:

1.      Establishing a political entity for the civil society and participating, as this political entity, in the national Iraqi elections (2005), to represent the interests of the civil society in the national Iraqi parliament, and participating in the political process to contribute in building the democracy of our Iraqi country.

2.      Creating a closed electoral list as the: the electoral list of (The Independent Iraqi Commission for Civil Society Enterprises), with the reference that, this electoral list is not relevant to any political party.

3.      Mandating a supreme body called (The leadership of the Iraqi Commission for the National Elections) and gave it the authorization for the follow-ups and supervision and the representation of the political entity and its independent electoral list.

4.      Mandating the organizations and the offices of the provinces to make lists of candidates for the Iraqi National Elections and the Kurdistan National Elections (according to the Kurds) and the Provinces Councils in a specific date according to the adopted laws and regulations of the Independent Electoral Commission of Iraq. The forms of the candidates have been distributed in the conference and the attendance discussed the regulations and the date of this election and its effect on the political process.

5.      The participations named operations room of the political entity for the follow-up, the coordination, mass media, administration, the funding, the provinces, communicating, national and international communications to ensure the success of the election campaign.

6.      Demanding from the organizations to give the electoral statements of these organizations and the work programs of this election campaign, all according to its competence

 

The Political Conference of the Civil Society of the Middle Forat

 

 News Report 6/1/2005:

 

The Iraqi Commission for Civil Society Enterprises (the offices of middle Forat) held its first conference for the civil society organizations of in the Iraqi province (Karbala), with the attendance of the civil society institutions and the community personalities. The conference discussed the programs of the development and employment of the Iraqi civil society and the participation of the independent civil institutions in the national political process. The chairman of the Iraqi commission attended this conference and the representative of the governor of Karbala and the police commander and the commander of the National Guard and Mr. Adnan Mehdi Aoz the commissioner of Karbala's province office and the commissioners of Al Hila, Wasit, and Al Dewanyah provinces offices and the representatives of the Islamic religion leaders and the heads of clans and tribes at Thursday, 6/1/2005 at the Al Saydah Zainab Al Hawraa in Karbala. The attendance discussed the axis of the conference and the participations agreed on the plans and the programs to execute the civil society projects to build a civilized civil society that we desire. The offices of the political entity begins to work on the electoral campaign in the middle Forat and the participations agreed on the political and media campaigns and the advertising campaign which, these programs and plans, have the support of all of the participations of this conference.

 

The Conference of the Year Quarterly Commissioners Council

Of the Iraqi Commission


The General Council of Commissioners (the executive body and the commissioners of the offices of provincial councils and officials of the major organizations specialized consulting) held the quarterly meeting for the first year (2005) which is to be held every three months on February 2, 2005 at the Hall of life Charitable Society, with the presence of officials and the majority of the Council. The conference discussed the agenda of the meeting and make way for dialogue and discussion to review the progress of the of Iraqi Commission in the last year and to identify the coming programs and discuss shortcomings and bottlenecks and develop solutions and work mechanisms and study of the reality of working in the offices of the provinces and the participations were to agree on all decisions and recommendations for the development and activating the role of I.C.C.S.E in building Iraq's future and the desired progress.

 

The constituent conference
Iraqi National Rally for the Arts and Heritage

        with the sponsored of Iraqi Commission, I.C.C.S.E held the constituent Iraqi assembly for National Arts and Heritage with the presence of the Constituent Assembly of the Iraqi National to the firs constituent conference gathered for the initial founding of the Declaration of incorporation and the majority of its members under the banner of the founding (creativity of the homeland of mankind) on Mustansiriyah University Hall Day on Wednesday, July 20, 2005 with The presence of dignitaries artistic and scientific, political, social and official functions and various arts and music, theater and heritage from all over Iraq. The
conferees approved the creation of the consortium was confident step towards the right path in reaction to the Sixties natural occupation in the absence of the role of professional artistic institutions, and the creation of the consortium comes within I.C.C.S.E Iraqi targets in the establishment and activation of civil society organizations and real civilized, the Governing Council has introduced the Organic and the national assembly draft rules of procedure and organizational structure and overall objectives of the conference, the attendance participated at the dialogue civil construction and the project were discussed and agree the topics of the conference allocated to the following recommendations:
First: concern for all the arts courses as cognitive and aesthetic work to the advancement of civilization of the nation.
  Second: to approach relevant agencies on the establishment of the national assembly and coordination to achieve the objectives and programs of the national assembly.
  Third: to convene the General Conference as soon as the election for a general election
Fourth: the claim of personnel and the former Ministry of Information (disbanded) of their careers, civil and formation of a committee to represent them and the founding pursue the matter and take appropriate action.
Fifth: invite associations, unions and professional organizations to consolidate existing Professional assemble the ranks and coordinate positions away from the stunting and schisms and retail and work to ascend to the corner of Glory pride befitting the size of Iraq and the great mass of Iraqis.
Sixth: inviting all professional organizations in Baghdad and the governorates in order to contribute actors are in the direction in which it seeks assembly, and standardization efforts and the opening of offices of combining exercise and activities which throughout the nation
Seventh: as the beginning of this conference starting the national assembly and exercise activities, according to the program announced by assembly later..
At the end of the founding conference participants pledged to work for the unity of Iraq and the service of his people and that their work depends on the love, peace and dissemination of the values of freedom and justice and to be art and creativity of Iraq and humanity.

The institutions of civil society

  Held in Baghdad on October 2, 2005 on the Club hall the upper General Conference of the Parliament of the Iraqi civil society organizations, which represents the General Assembly of the Iraqi civil society institutions, which includes the (1245) Iraqi
registered in the operating throughout Iraq and the alliance completed the registration within the General Assembly of the Parliament.
ICCSE has called for Iraqi civil society institutions the executive organizational High Parliament from Iraqi civil society to organize this conference and supervised the work. The annual General Conference of Iraqi officials under the slogan organizations (love, cooperation, peace, security and human rights to build the new Iraqi civil society) attended the meeting held more than (500) figures representing various organizations and personalities of Iraqi society and representatives of political movements, religious and governmental organizations from all provinces. The General Conference several documents and basic axes are:
1.Evaluate and revise the laws of civil society organizations in Iraq / Adoption of the recommendations of the first  legal Forum
2.Tasks and the role of civil society institutions in the political process (referendum / Constitution / national elections next)
3.General questionnaire on the support and participation and performance evaluation (institutions of the State High Commission for Elections Office integrity, date of the referendum on the constitution) in the eyes of civil society institutions.
4. Evaluate and honor organizations and distinguished personalities in the society in 2005.

The General Specialization Conference
 ICCSE team to monitor the Iraqi elections and transparency

       ICCSE held a series of forums and workshops in various centers and belonging organizations to discuss the role of organizations in the ongoing political process in Iraq to the constitutional referendum and national elections for the Iraqi National Assembly, and the role of the identified Iraqi organizations in the control of polling stations if its neutral and impartial and reporting on abuses and violations associated with the political process in addition to spread the political awareness and real participation of the masses through the wide quality organizations campaign and in this area and contribute to support the efforts of the State and the Independent Electoral Commission for Iraq in the success of the new democratic experiment in Iraq. ICCSE held team to monitor the Iraqi elections, transparency, which happened on the registration of Independent Electoral Commission for Iraq number (66) in the Mustansiriyah University on December 10, 2005 to attend the supreme body supervising the team and officials working in organizations and provincial offices and branches were distributed around (5000) thousands of observers to polling stations in most of Iraq, and providing them with the identities of independent observers from the Office elections and the media participants rules of conduct observers and the role of these organizations in political participation and wished Mr. President of the Conference Team Leader monitoring elections at all team members for transparency and accuracy in monitoring elections and monitor all irregularities, abuses and delivery to the supreme body of the group and serious contribution to the practice of democracy wonderful.
