The Coalition of I.C.C.S.E is a genuine Iraqi political entity; its aims are the unity of Iraq
and serving people of Iraq. Our political slogan is: the peace, love, safety and the human
rights are the basis of new civilian Iraq. Our project is creating a structure for a free
democratic moderate and independent society, and building and developing a civilian
society, another aim is working on the reconstruction of the society to rise-up Iraqi
country according to the international and civilian standards to spread the concepts
of justice, the human rights, the development and welfare for people of Iraq

The Ratification for the I.C.C.S.E’s Political Entity

The Iraqi Commission had the approval of the Independent Electoral Commission of Iraq (the official side for issuance ratifications for Iraqi parties and political entities), for the ratification of its political entity by the name (The Independent Iraqi Commission for Civil Society Enterprises). The decision was issued for the Iraqi Commission’s political entity by the No. (199) at November/24/2004 Since that, the Iraqi Commission for Civil Society Enterprises had been participating in the national Iraqi elections and it was the beginning of the involving of the Iraqi Commission in the political process.  

 

The Expanded Meeting of the I.C.C.S.E Leadership

October/10/2004, News Report:
       The Iraqi Commission held its periodic meeting of the general
 commissioners’ council (the general commissioners of the main centers' offices, the provinces’ offices and the specialized advisory councils) with the attendance of representatives from all the national democratic political trends, clans’ gatherings, personalities from Iraqi society and representatives of the Iraqi minister of planning and the Iraqi minister of civil society. This meeting held in the Lawyers Union’s Ceremonies Hall/Baghdad.
      The attendees discussed, at the beginning of the conference, the subject
of electing a general commission parliament council which it has been approved at the second general conference, the attendees decided to postpone the election until completing the registration, in the Iraqi State, all the organizations relevant to the Iraqi commission parliament and until contacting the rest of the Iraqi civil organizations and giving them the opportunity to belong to the Iraqi Commission for Civil Society Parliament to achieve the complete participation and to establish a real election. The conference gave the Iraqi Commission an authorization to manages the work and perform all the duties until setting a date for the elections at the end of the next year. The meeting discussed a number of subjects as like; the role of the civil society institutions of the current stage and the methods for developing these institutions, the role of the ministries of the state, the importance of the participation in the coming elections of the Iraqi National Parliament without the domination of the political parties on the civil society organizations.
 

 

 

 

 

 

 

The Constituting Conference
A Decision of Establishing a Political Entity (The Civil Society’s Entity) for the Independent Iraqi Commission for Civil  Society Enterprises

November/11/2004, News Report:
The Iraqi Commission for Civil Society Enterprises held a general
 advisory conference for the organizations that are relevant to the Iraqi Civil Society Organizations Parliament (the legislative body of the Iraqi Commission) which represent more than (1000) Iraqi organizations. The civil society organizations gave the executive side (the Iraqi Commission) an authorization to establish a political entity, with the attendance of the provinces’ commissioners, heads of the clans and personalities from the civil society at Thursday, November/11/2004 at the University of Mostansiryah’s hall. After an extensive dialogue and listening to different opinions from the participations, the constituting conference decided the following:
1. Establishing a political entity for the civil society and participating, as this political entity, in the national Iraqi elections (2005), to represent the interests of the civil society in the national Iraqi parliament, and participating in the political process to contribute in building the democracy of our Iraqi country.
2. Creating a closed electoral list as the: the electoral list of (The Independent Iraqi Commission for Civil Society Enterprises), with the reference that, this electoral list is not relevant to any political party.
3. Mandating a supreme body called (The leadership of the Iraqi Commission for the National Elections) and gave it the authorization for the follow-ups and supervision and the representation of the political entity and its independent electoral list.
4. Mandating the organizations and the offices of the provinces to make lists of candidates for the Iraqi National Elections and the Kurdistan National Elections (according to the Kurds) and the Provinces Councils in a specific date according to the adopted laws and regulations of the Independent Electoral Commission of Iraq. The forms of the candidates have been distributed in the conference and the attendance discussed the regulations and the date of this election and its effect on the political process.
5. The participations named operations room of the political entity for the follow-up, the coordination, mass media, administration, the funding, the provinces, communicating, national and international communications to ensure the success of the election campaign.
6. Demanding from the organizations to give the electoral statements of these organizations and the work programs of this election campaign, all according to its competence
                              

 

 

The Press Conference of the Political Entity

November/11/2004, News Report:
       The Chairman of the Iraqi Commission and the chairman of its political
entity of the civil society organizations Dr. Basil A.Mohammed AL- Azzawi, declare in a press conference held in the Arab Palace/Baghdad the establishment of the political entity of the Iraqi Commission and its electoral list, and he said, that the participating in the electoral campaign will be just and comprehensive to the Iraqi ambitions for the national elections, and, the Iraqi Commission will select the independent and working political members far away from the sectarian, racism and the political subordination. Dr. Basil announced in this press conference that this political entity will be the trend of the moderate, democratic and free Iraqi civil society that this political entity believes in Iraq and the people of Iraq. This political entity representative of the loyal and honest Iraqi people and its aim is to reconstruction Iraq and rebuild it for its future.

 

 

 

 

 

 

The Political Conference of the Civil Society of the Middle Forat

November/29/2004, News Report:    
 The Iraqi Commission for Civil Society Enterprises (the offices of middle
Forat) held its first conference for the civil society organizations of in the Iraqi province (Karbala), with the attendance of the civil society institutions and the community personalities. The conference discussed the programs of the development and employment of the Iraqi civil society and the participation of the independent civil institutions in the national political process. The chairman of the Iraqi commission attended this conference and the representative of the governor of Karbala and the police commander and the commander of the National Guard and Mr. Adnan Mehdi Aoz the commissioner of Karbala's province office and the commissioners of Al Hila, Wasit, and Al Dewanyah provinces offices and the representatives of the Islamic religion leaders and the heads of clans and tribes at Friday, November/11/2004 at the Al Saydah Zainab Al Hawraa in Karbala. The attendance discussed the axis of the conference and the participations agreed on the plans and the programs to execute the civil society projects to build a civilized civil society that we desire. The offices of the political entity begins to work on the electoral campaign in the middle Forat and the participations agreed on the political and media campaigns and the advertising campaign which, these programs and plans, have the support of all of the participations of this conference.

 

 

 

The Election and Media Campaign

November/20/2004, News Report:
    The election and media campaign of the political entity of the Iraqi
 Commission for Civil Society Enterprises begun in Baghdad and the other provinces of Iraq and it contain hanging on thousands of the political banners that represent the slogans and the ambitions of the civil society, plus, hanging thousands of posters carrying pictures of the candidates and inviting the Iraqi people to elect the political list No. (126) of the Iraqi Commission for Civil Society Organizations. The campaign held a lot of conferences and satellite TV meetings to declare the goals and programs of the political entity.

 

 

 


 

A Statement of the Political Entity of ICCSE
About the Withdrawal from the National Elections and the Sectarian Political Process
November 2, 2005

 

The participation of civil society in the process of political change and public awareness of their electoral rights and the empowerment of women and activating the role of students and young people and involve them in community-building was one of the objectives that prompted the founding of our political entity from the Independent Electoral Commission of Iraq and adopting it to perform its national role to contribute to political participation in national decision-making and advancement the civil society and reconstruction it according to the foundations of civilization and the adoption of the principles of freedom, democracy and human rights in building the future of the new Iraq.
Our political entity participated in the first national elections for the Iraqi Transitional National Assembly Election number (126) sought all honesty and transparency standards for the representation of civil society in the Iraqi parliament from the legitimacy of the right of independent community access and contribute to building a system of democratic governance, and the great disappointment when the democratic elections was transformed for sectarian conflicts and hateful.
Therefore, the leadership of the organization of the political entity of the Iraqi Commission for the Independent Civil Society Enterprises decided to reject the elections of the next National Assembly of Iraq and to keep away from alliances and don’t participate in the up coming sectarian political process and elections in order to preserve its independent political role and keep away from the sectarian political process and consecration of our faith of civil society in democracy, freedom, transparency and the refusal to intervene foreign and guardianship.
Our political entity confirm its orientations as we reject sectarianism and terrorism seriously and sought to build a civilized Iraq as a liberal democratic values and concepts of international humanitarian of the democratic rights.
