Introduction

 

Iraq is one of the first nations and civilizations that began in the area of care and the organization of civil society. The Iraqi community has been interested in its form, organization and its social relations. Iraq was always supportive and belongs to the civil and professional rallies, cultural, scientific, economic and humanitarian different organizations, but after the control of the defunct ex regime, and the militarization of the Iraqi civil society and the transfer of civil institutions to serve the military machine to serve the one-party orientation and replacing the dictatorship instead of democracy, made these civil institutions play a repressive role and authoritarian partner of the tyrant authority.  The result led to a lack of role and the erosion of their presence and voice to become one of the forms of the ex regime on the Iraqi arena. One of the basic tasks of Iraqi civil society is the advancement of its components reconstruction and the development and building of its infrastructure to reach the goal of the development and building civil institutions that leads to a new Iraqi civil society... In accordance with the principles of love, cooperation, peace, human rights, transparency, law and the resolutions and recommendations of the United Nations and the international community. The gathering of institutions of civil society including non-governmental organizations and civilian volunteer charitable institutions, professional and other humanitarian and the development of its work and develop their capacities and programs and the provision of the means of support and necessary resources for its work in a rally represented the responsibility of the civic organizations sponsored by the State and supported under the rules of law and freedom.

The founding of a coalition coordinates its work in the (Parliament of Iraqi Civil Society Organizations) is the better content to represent and gather this non-governmental assembly... and to delegate an executive group from the Iraqi Commission for Civil Society Enterprises that coordinate and organize the forces of civil society organizations and directions to gather these organizations in a national experiment that represent the unity of the civic institutes and its coherence and give it the power of the national decision and its free will is the right way to serve the Iraqi man/woman and his/her society.

This coalition advances the Iraqi civil society to put programs of its reconstruction and its development and watch the performance of the state and society and coordinate them to keep up with the international world experiments and civilizations. It is the executive and coordination side of civil society institutions and their consolidated power. It does not intersect with the government and Parliament and it’s not a substitute for them. But it is supporter of the State and National Assembly within the common goals of building democratic governance and the building of the homeland of Iraq as Iraqi people desired, until we get the free civil society and the pluralism democratic state which all the nomenclature and the political and social differences between the State and people would be lost in the new Iraqi democratic unified homeland.

The coalition of the organizations in a legislative base and elects an operational national network as the (Iraqi Commission for Civil Society Enterprises), the delegate group which adopt the independently and respects all the different opinions and seek to serve the civil society away from the profit and private guardianship and discrimination on the basis of sectarian, ethnic intolerance, and rejects the violence and the terrorism  seek to provide humanitarian services, charitable and development program, and its desirable goal is to build the new civil society and reconstruction it and servicing the rights of the Iraqi man in the new future of Iraq.

 

 

Reasons for the Establishment of
Parliament and Commission for the Civil Society

   After the fall of the former regime and the destruction of the infrastructure of the Iraqi society by the occupation forces and the spread of violence and terrorism, the need arose to the existence of institutions of civil society and its organizations to be different groupings of civil society and serve the development of democracy and a strong national players and a platform for meaningful freedom and strive to build civil society and struggling for the development and reconstruction, mean man and needs and contribute to provide humanitarian services, charitable and developmental and other necessities of life to restore civilian democracy to Iraq and participate in the new building of civil society and democratic system of governance desired.
   While the importance of these organizations and groupings and different duties and beliefs and expansion and modern experience of some of the isolation imposed by the former regime on the global experiences and civilization, and as a result, many of the founding of the civilian non-governmental institutions of modern thought and name and rebuilding professional organizations ex former regime staff and departments and Visions of new and expanded areas of work and spread the emergence of grassroots organizations volunteer, and the limitations that have worked to organize and coordinate the development work and the lack of clarity of vision, programs and planning for their advancement and work with them to build the new Iraqi civil society, and since the fall of the regime so far.
The need was urgent and necessary to find a point of reference and posed regulatory resolution to unite and coordinate their work, the representation aspirations covers spread throughout the country and is working on the development of capabilities and the availability of development and the coalition supported work programs.
Therefore, the establishment of appropriate (Parliament of the Iraqi civil society organizations) in which each non-governmental institutions as a permanent member of the Organization authorized the Civil belonging to serve on the decisions and recommendations concerning the common institutions of civil society which is the legislative body for public institutions of civil society coalition in this organization.

The common link, and the legislature and the representative of the hopes and aspirations of civic organizations and conferences in who is elected from among the permanent membership of Commissioners is set by the Iraqi Commission for Civil Society Enterprises to the executive Iraqi Parliament of civil society organizations that work to implement and achieve decisions and programs related to civil society and represent and coordinate the work of civil institutions and foster community and provide humanitarian and cultural requirements and other service.
Seeking to establish and maintain networks and organizations real and serious players and develop their man is interested and meets the needs of the Iraqi
  Operates under human rights, transparency and social justice and interest in women and children, youth and sports, education, science, development and sustainable development of society and preserve the environment of Iraq and provide relief supplies and aid to all the sons of the Iraqi society and achieve their objectives and, through its organizational and operational coordination, and build civil society according to the vision of an independent democratic humane civilization.
The trend of building a democratic civil society and a free and independent national homeland and the people believe in a moderate trend center to become a center for gathering national and honorable spirit about Iraq tomorrow civil happy .. Identification Program for its work and for its being a civilian in the Parliament and the Office of operational regulatory coordination is a cornerstone of the national project required and necessary for the building and development and the development of the new Iraqi civil society.

 

The concept of the role of civil society institutions
The institutions of civil society are (entities operating in the community, which represents human space between state institutions and the people working without state intervention and hegemony in accordance with the principles and objectives stated in programs designed body governed by the rules of procedure and organizational structure and belongs to a group of civil society is working to achieve the goals agreed upon certain segments of society), we can identify and classify civil institutions - governmental organizations based on the format of organizational objectives and the means of action:
1. Civil institutions, political (the political entities, parties, movements and organizations and political associations), which works for access to power and the development of political change through their ideas and their political pledges, and have programs and goals and a specific peoples secure their objectives and their leaders, and seek to political participation and political development of society.
2. Civil institutions, professional (the federations, trade unions and professional associations concerned Wide Occupation) Which represents the interests of segments of belonging and defends their rights, elected from bases professional and up to the top management, the approved special regulations, and relies fully in the implementation of professional programs and objectives and seek to represent and defend their representative slides.
3. Civil institutions and civil volunteer (the civil institutions and non-governmental, charitable and humanitarian NGOs and other voluntary organizations) ... a civil institutions members volunteered to letter governed by certain rules of procedure and organizational structure, seeks to achieve its objectives in accordance with the declared legitimate specific programs.
All these civil institutions despite the different objectives and interests and programs they participate in the government because they are not governed by the internal system of systems before and identified its objectives and programs, and working to build a society and its development, and for the purpose of activating the role and involvement in the building of society and achieve their goals and allow them to exercise an effective role as a partner of the Authority and the observer the performance of the state and society and working for the advancement and so it can perform its role in society noble .. Requires the organization of its work and develop mechanisms registration and control and support and guarantee their rights and prevent exploitation or change course and prevent the infiltration of terrorism or sectarianism and work to be done in the application of the laws of civilized required to devote the freedoms and ensure non-interference by the State or impose hegemony on its work and the preservation of its independence and practices of democracy and development capabilities The support programs actors to achieve this requires:
A.  real participation of the founders and workers and specialists in this area to develop goals and plans and programs desired.
B-adoption laws and cultural and benefit from international experience and global, continuous communication.
C. Democracy, transparency and accountability in the legislation and implementation, follow-up and performance monitoring and the provision of resources.
D. Welfare state and support for civil society institutions and programs involved in the planning and implementation
work on capacity development, development and development and sustainable development of the programs and objectives and strategies.
The role of civil institutions and large non-governmental actor is up to the first (legislative) through political participation and public awareness and involvement in national elections and control of elections and representation in the decision-making and deployment of freedom and democracy and contribute to the writing of the constitution and the representation of national interests and to contribute to political change and to assist decision-makers in the access to real objectives and represent the interests of the community and its requirements.
